ABOUT THE EOD TECHNOLOGY CENTER

As the primary technical execution component of the EOD Technology & Training program, the EOD Technology Center (EODTECHCEN) at the Naval Surface Warfare Center Indian Head Division (NSWC IHD) exists as the technology parallel to the joint training center (NAVSCOLEOD), by providing advocacy and expertise for information and technology used across the Joint EOD forces.  Providing an efficient mechanism for continually improving and expanding EOD capabilities, EODTECHCEN converges operational and scientific expertise to increase Operator confidence and enable mission success.   EODTECHCEN serves as a Technical Agent and represents the interests of the Joint Service EOD Technician.  Having decades of historical information and knowledge paired with a diverse workforce possessing expertise in science, engineering, and EOD mission operations, the EODTECHCEN can develop, integrate, assess, and communicate the capabilities/limitations and overall utility of technology used within the EOD mission set.   EODTECHCEN leads or participates in RDT&E initiatives as well as serves as an Engineering Agent (EA) for transition, fielding and sustainment following transition into a Program of Record (PoR).

The EOD Information and Procedures development centers itself in the collection, analysis, development and dissemination of EOD-specific tools, equipment, U.S. and foreign ordnance, IEDs, WMDs, and relevant procedures and countermeasures. This is the EODT&T number one priority in the IPCL. The EOD Systems Division provides engineering and acquisition support to meet the EOD community needs. The division works seamlessly with internal and external collaborators to develop, mature and/or transition and support technologies and capabilities that fill operational capability gaps or drive the development of future requirements. The Battle Lab Division supports EOD by executing technology assessments designed to integrate user inputs with technical assessments to support AoAs, procurement decisions, and technology refresh decisions. The EOD Systems Division and Battle Lab Division both support the IPCL’s second priority, EOD Modernization.

UNITED STATES BOMB TECHNICIAN ASSOCIATION

PURPOSE

The U.S. Bomb Technician Association (USBTA) employs emerging technologies to provide cutting-edge training for active bomb technicians. USBTA’s innovative approach allows bomb technicians to test and evaluate these technologies under challenging realistic conditions. It also allows engineers and manufacturers the ability to observe and ask questions about how USBTA envisions using their products.

Community Impact and Education
As a recent addition in Indian Head, Maryland, the USBTA has dedicated significant efforts to expand our outreach and engage with local residents. Through a diverse array of events, our team has successfully raised awareness about bomb technician activities and established ourselves as a reliable and supportive presence within Indian Head.

Government and Congressional Efforts
Leveraging our strategic position forty-two miles south of Washington, D.C., the USBTA has maintained close collaboration with local, state, and federal government leaders. Backed by their steadfast support, the USBTA achieved substantial advancements in research, relationship-building, and creating awareness of our community among stakeholders in leadership positions this year.

Training
At the end of 2023, the USBTA had over 5,000 members. We have welcomed nearly 1,800 bomb technicians from across the country, as well as local bomb squads, to utilize our state-of-the-art facilities, and assist in developing emerging technologies. This year, we embarked on a project to advance our cutting-edge training space by establishing the Bomb Disposal Technology Training Center within the Maryland Technology Center. This facility and our diverse range of events and strategic partnerships with top technology providers remain pivotal in shaping our membership and imparting crucial, life-saving knowledge to our community.

Research and Development
This year, the USBTA worked with many top minds and companies that are developing emerging technologies in our field. Capitalizing on our strong relationships, our team has brought these new technologies to Indian Head for testing and training purposes, giving our members early exposure to pioneering innovations.

ABOUT THE OFFICE FOR BOMBING PREVENTION

CISA OBP helps the private sector stay ahead of these emerging threats and evolving security challenges in a myriad of ways. Resources such as the Bomb Threat Guide assist decision makers in responding to bomb threats in an orderly and controlled manner by outlining how to develop a Bomb Threat Management (BTM) plan, train personnel, conduct threat assessments and execute planned actions. Training and awareness products aid stakeholders in effectively addressing bombing incidents and threats. More than 5,000 facility managers, security professionals and law enforcement officers participated in 72 bomb threat-related training courses last year alone.

CISA OBP also provides sector-specific resources, such as the Bomb-Making Materials Awareness Program in the retail sector. Through this program last year, the team conducted more than 5,000 engagements with point-of-sale businesses nationwide that sell precursor chemicals that could be used to make bombs.

CISA OBP continues to build collaborative engagements with partners like the National Football League (NFL), where the Office recommended enhanced protective measures and facilitated threat training for security personnel supporting the 2023 NFL Draft and other widely attended events. Similar support was replicated for Super Bowl LVIII where CISA OBP administered Explosive Blast Modeling assessments and training with an onsite subject matter expert for the day of the event to assist with risks in real time.
